A "free" mold inspection is usually offered by a company that also sells remediation, so the inspection doubles as a sales call. Because the party finding the problem profits from the fix, the incentive is to find more work — which is exactly the conflict Florida's licensing law is built to prevent.

The inspection is the sales pitch
When a remediation company offers a free mold inspection, the inspection is a lead-generation tool. The visit costs them time and equipment, and that cost is recovered when the inspection produces a remediation contract. The more work the inspector finds, the more the company earns.
That is not necessarily fraud — but it is a built-in conflict of interest. The person telling you how much cleanup you need is the same person who gets paid to do it.
Florida law addresses this directly
Florida separates the two roles. Under section 468.8419, Florida Statutes, a mold assessor generally may not perform mold remediation on a structure they assessed within the prior 12 months, and a remediator generally may not assess a structure they remediated — and the same restriction extends to companies with a financial interest in both sides.
The point of that rule is independence: the party defining the scope of work should not be the party profiting from performing it. A "free inspection" bundled with a remediation quote runs against the spirit of that separation.
What you may give up
A free, remediation-tied inspection may skip the parts that do not lead to a sale — tracing the moisture source, documenting a clear baseline, or telling you that you do not actually need the expensive option. You also lose an independent record you can hand to a buyer, seller, insurer, or attorney.
An independent assessment costs money precisely because it is not subsidized by a cleanup contract. You are paying for an opinion that has no stake in the answer.
